摘要

Each year, WS reviews transactions described in "Transactions Update" during the previous year, identifying important trends and new developments and summarizing salient characteristics of significant transactions. A Note On Terms: To allow systematic, year-to-year analysis of transactions, WS describes transactions in the following terms: 1) water is swapped or exchanged when one party begins to use water previously used by the other party and repays that party with water from another source; 2) a water right may be dedicated to a supplier in exchange for water service; 3) water is bought or received when the right is permanently acquired from another; and 4) water is leased when the owner transfers the yield from a water right or entitlement to another party- leases may be for one year or for many years-but the underlying right to the water has not changed hands. Water passing through water banks is leased, not exchanged.
