Governments in Europe and North America are committed to meeting strict water quality and wastewater collection and treatment regulations, but increasingly frequent and intense storms are pushing the issues of flood protection and stormwater management higher on international and national environmental agendas. Funding is a problem. European Union (EU) member states, including Belgium, Germany, Italy, Finland, Luxembourg, the Netherlands, Portugal, Sweden and the United Kingdom have yet to adopt national legislation to comply with even the Water Framework Directive (WFD). Its lack of clarity, huge investments required (estimated at US$ 100 billion), and the last-minute flood risk management inclusion slowed down progress, says Fredrick Royen, a research analyst for Frost & Sullivan. The specific costs of flood protection, prevention and mitigation in the EU are still undetermined; the action programme is being developed.
