Presumptive presidential nominees Sens. John McCain (R-Ariz.) and Barack Obama (D-III.) should begin putting into motion their homeland security plans to ensure a smooth administrative transition, according to a newly released report. "Each presidential candidate should identify its homeland security transition team members as quickly as possible, so that the necessary security clearances can be conducted prior to the election, and intelligence briefings and operational exercises can begin immediately after the election," said the 118-page report penned by the National Academy of Public Administration on June 26. In addition, the report calls on DHS to expedite its own transition plans between now and the conventions when the nominees will be officially selected. "DHS must quickly complete, update and execute its transition plans. It must identify key operational positions; designate the career executives who will fill them on a temporary basis; and provide them with the training and joint exercises necessary to effectively manage a cross-government coordinated response," said the report.
