It is now a common place that the Internet is both boon and bane: itnprovides access to information with an ease and reach unknown in history;nit also turns both high wisdom and abject foolishness into metamers. Withnour deepening understanding of the importance of light in the natural ordernof things has come (not unreasonable) hints and suggestions that given thennecessary conditions, light itself can be a problem, if not a danger. It is thesenhints and suggestions that the Internet has begun to turn into truths, andnweave into clarion calls for public policy.
