It is now clear that lighting power budgets will continue to decline and willneventually seriously threaten the quality of lighted environments [1]. Hopenwas that efforts would move away from developing more blanket prescriptionnof lighting power loads to something more sophisticated, something involvingncontrols and the use of light in time. Unhappily, we do not appear to benheaded in that direction.
