More like belling the cat. Fumblerod was going to have his law, and that was that. There were few things that could do the old sinner more political good than a loud and gaudy appeal for The Environment, followed by the dramatic enactment of a draconian law. It would all be a metamer of thoughtful action. But, by the halo-phosphors! it shouldn't happen without wider and more careful technical input.
