After three decades of steady progress towards liberalisation of trade and financial flows, during which a marked rollback of protectionist pressures took place, the issue of protectionism has suddenly returned to the policy agenda with the outbreak of the global crisis. This reversal was especially noteworthy in that it coincided with a collapse in trade flows.
