In the aftermath of the Second World War we have seen tremendous effort invested in - and proportional success in - the liberalisation of cross-border flows of goods. Average tariff rates, which had been as high as about 50 per cent in some countries half a century ago, are nowadays in the single-digit range in most of the developed countries, countries in transition and even large developing economies. The tremendous reduction in tariffs has been accompanied by a startling development - in terms of both size and quality -of transport infrastructure networks, which have amplified the desire for and the impact of the liberalisation of trade through the reduction of tariff rates. Information technology and the associated infrastructure probably played a similar role in that process.
