Tobacco remains a legal product enjoyed by millions of adults in Great Britain. For as long as there is demand, there will be a requirement for a legal, responsible and highly regulated supply chain. The biggest danger is that a dark market will exacerbate the existing problem of illegal tobacco sales. Criminals already control about 40% of all tobacco consumption in the UK through organised smuggling gangs. A dark market will make it harder for law enforcement agencies to identify legal from illegal, making the situation even harder for hardworking and honest retailers.
