In May, President George Bush seemed to play down the need for a leaf quota buyout linked to FDA regulation of tobacco products, as proposed by Philip Morris USA, while presidential candidate, Senator John Kerry, offered some support. These issues have divided, and continue to divide, politicians, farmers, manufacturers and society.
