At the end of June, the state of New York became the first US state to require that all cigarettes sold within its jurisdiction must be designed to ensure that they self extinguish when not puffed regularly. The new law seemed not to be creating any problems early on, perhaps in part because retailers were being allowed to sell their remaining inventories of non-compliant cigarettes as long as the packs were tax-stamped prior to June 28, the law's effective date.
