Smuggling, mainly from Russia and Estonia, is thought to be one of the reasons why official cigarette sales in Finland during the first eight months of last year were down 2.9% on those of the equivalent period of 2002, Another factor is thought to have been lower per capita smok- ing partly brought about by the availability of packs with fewer than 20 cigarettes. Some brands are now sold also in packs of 18. During the 12 months to the end of August 2003, cigarette sales totalled 4,751 m pieces, down from 4,845m pieces during the year ending December 31, 2002. This was a disappointing performance, coming as it did after a 4,2% rise in sales between 2000 and 2002.
