It seems almost trite to say so, but the outlook for flue-cured production in Zimbabwe is not good. The Zimbabwe Tobacco Association is estimating that the country will grow about 50m-60m kg in the 2003/04 season, a quarter of what has been produced by the country's growers in the past and a sad indictment of the government's tobacco industry policies. One of the most intractable problems that the industry faces is the government's refusal to adjust the official exchange rate, which remains at the unrealistic level of Z$800:US$I This is despite pleas by growers to the government for the rate to be set at a minimum of Z$ 1,600-2,000 to help ensure the viability of tobacco growing in the country. As a consequence of the government's intransigence on this issue, growers are faced with spiraling costs, because up to 60% of their inputs have to be imported at prices calculated at Z$4,500:US$ I, the 'parallel' exchange rate.
