To improve the safety and reliability of the nation's natural gas and hazardous liquid pipe line systems and to provide the Department of Transportation (DOT) with the flexibility to develop innovative approaches to pipe line safety regulation, Congress passed the Accountable Pipeline Safety and Partnership Act (The Act) of 1996. The Act requires DOT's Office of Pipeline Safety (OPS) to conduct a multi-year Pipeline Risk Management Demonstration Program to test whether the principles and processes of risk management could provide effective regulatory approaches for the pipe line industry.
