British energy regulator; ofgem has put forward proposals that it hopes will provide better incentives for Transco, the regulated utility which owns and operates most of Britain's gas transportation system, to improve the way it plans long-term investment and expansion, as well as the day-today running of its system.The proposals relate to Transco's role as System Operator (SO) and form part of the regulator's review of the controls governing the prices Transco can charge shippers to use its system. They will come into force during the next five-year price control period, starting next April. As well as improving Transco's long-term investment planning process, the proposals are expected to encourage the company to be more efficient and economical in the day-to-day running of the national transmission system (NTS). Consumers too are set to benefit from the moves as anticipated reductions in system operating costs will be passed on to end users.
