Recent pipe line failures have created a sense of apprehension within the public, Congress, regulators and the pipe line industry. To better understand what the future holds for pipe line safety, I asked Stacey Gerard, recently appointed associate administrator for Pipeline Safety, about her plans for OPS activities. She has established five priorities for immediate attention: Complete the integrity management rule. This includes rules for both large liquid pipe line operators, which are to be finalized by November 1, 2000, and small liquid operators, which should be finalized soon after. Also, efforts are underway to develop rules for gas transmission operators this winter. It has not been determined whether there will be a differentiation between the size of gas pipe line operators. There is a need for operators to communicate with local officials and the public, and OPS hopes to define meaningful requirements through rule-making next spring. This is an area that has previously been unregulated. It was included in the administration's legislative proposal to Congress.
