TQM could be of great importance for many developing countries.However,this development tool is used much less in Third World countries,especially in Sub-Saharan Africa (SSA). Looking for possible reasons for the lack of TQM,the study finds the TQM drivers as a function of national indicators to be very weak and give low probability for management commitment.To examine whether process management in a TQM framework would be feasible provided there was management commitment, a process view has been overlaid on a functional organization of a cement plant in SSA.The results from five case studies demonstrate improved performance as a consequence of more process-focused management.Thus,it is concluded that technically First World process management could function and give good results,but in practice,this will seldom take place due to a lack of management commitment.
