The Intersolar South America trade show was held in late August, right in the middle of the mild winter that Southern Brazil experiences. However, many of the conference-goers who had come from around the world to Sao Paulo were talking more about spring, and specifically a certain date in October. On October 31st, Brazil's energy planning agency EPE will hold an auction for reserve power, which for the first time ever will contain a solar-only component. As of late July, 400 PV projects had registered for the auction, with a total capacity of 10.8 GW. This auction could mark the launch of Brazil as a globally significant solar market. Yet it is not the nation's first solar-only auction. In late December last year, the state of Pernambuco held an auction specifically for solar PV, awarding 123 MW of projects. These projects were not guaranteed off-takers, and market analysts are unable to confirm whether any have commenced construction. These two auctions say a lot about Brazil's solar market - a market that offers tremendous promise but also formidable barriers, some of which reflect the peculiarities of Brazil and its government.
