The measurement of 'service' in children's services is highly varied. We do not know in a meaningful sense what services children and families get. This paper sets out why it is important to measure services well. It outlines the dimensions of 'service', how they have been measured in research, policy and practice contexts, and the strengths and weaknesses of these approaches. It then explores implications for the field and identifies potential applications of a more nuanced and consistent approach to measuring services. It might reasonably be expected that applied research into children's services would rest on a clear understanding of what a service is and how to measure it. Yet it is surprisingly difficult to find explicit definitions in the literature of service'. We seem to flounder between an unspoken assumption that everyone knows what is meant and a worry that delving any deeper will unearth paralysing complexities. The highly varied way in which services are measured reflects this ambiguity.
