The first draft of the federal-state plan to battle citrus canker turned out to carry an appropriate nickname: "chirp." Many Florida citrus growers expected more of a roar from the initial draft of the Citrus Health Response Plan (CHRP), which was released on March 7. The U.S. Department of Agriculture drafted the document with input from growers, the Florida Department of Agriculture and Consumer Services and the University of Florida's Institute of Food and Agricultural Sciences (IFAS).
