Since the early days of the industrial revolution, when the sheer scale of industry reached undreamed-of proportions within a few decades, it became clear that our society was to change irrevocably in many different ways. Just one of these was the management of the moral, political and practical issues thrown up by the systematised placement of human beings in potentially mortal peril - in the name of progress and profit. Since those days, management of worker protection has steadily evolved alongside other elements of our society. Despite this, each year in Australia it is estimated that the toll from workplace deaths and accidents exceeds the national road toll, at an estimated cost of approximately 30 billion dollars annually. So what is being done to address the problem? In Australia, as in many other western nations, the favoured approach today is commonly described as a 'pyramid'. This comprises a complex, layered mix that blends mandatory obligations, punitive responses, voluntary guidelines and protective measures.
