The liberalization of Europe's electricity market, long deadlocked by France's determination to stand by its "single buyer" commitment, has forced the European Commission to introduce modified proposals in an attempt to overcome the problem. Put simply, they would mean the introduction of third party access to electricity networks together with a compromise acceptance of the single-buyer idea. The commission believes its "twin track" approach would inject new ideas into the stalled negotiations on the deregulation of the energy market generally. However, France, under the mantle of its Electricit6 de France (EdF) monopoly, continues to resist. It says that even the compromise plan would undermine the organization of the national grid and the responsibility for the security of power supplies conferred on EdF back in 1946. The Commission, on the other hand, stresses that its proposals would allow electricity generators to supply eligible consumers directly once access to the network has been negotiated. Other countries with protected industries are equally hostile, citing the danger to security of supply and the virtual invitation to foreign buyers to invest in selected large energy users. But, the Commission has warned that continuing failure to reach accord could result in the imposition of Article 90 of the Treaty of Rome which gives Brussels the right to dismantle monopolies in the interests of competition.
