摘要

On the basis of actual data of the amounts of organic wastes the needs for separate collection and for legislation of the agricultural utilisation of these wastes are presented. The most important contents of the actual draft version of the decree for the utilisation of organic wastes are given. Additionally, the contents of the statute for fertiliser (Dungemittelrecht) are discussed. Organic wastes are subjected to this field of jurisdiction as "secondary raw material fertilisers". In future, sewage sludge and organic wastes are liable to both the statutes for wastes and to the statutes for fertilisers. Requirements in terms of pollutants are regulated by the statutes for wastes, and the requirements concerning nutrients are regulated by the statutes for fertilisers. Sewage sludge as fertiliser and composts which meet the requirements of the enactment for fertilisers (Dungemittelverordnung) are allowed to be used for fertilising purposes. The decree for fertilisation (Dungeverordnung) describes the so-called "good agricultural practice" for the application of fertilisers.
