The US Climate Action Partnership (US-CAP) on Thursday unveiled its recommendations for developing legislation that would effectively address climate change by implementing a cap-and-trade program for greenhouse gases.USCAP, which includes a number of Fortune 500 companies including oil giants ConocoPhillips, BP America and Shell Oil Co., said the plan echoes the sense of urgency that President-elect Barack Obama has articulated regarding the need for a cap on greenhouse gas emissions.
