Two months after Venezuelan National Assembly leader Juan Guaido declared himself the country’s legitimate interim ruler in an effort to unseat President Nicolas Maduro, not much has changed on the ground. Maduro still commands the loyalty of the military, whose repressive power is the cornerstone of his rule, while efforts by Guaido to engineer a split in the ranks have been unsuccessful (EC Feb.15’19).
