Experts say US President Donald Trump's threat to sanction Iraq if it expels US troops in an “unfriendly” manner would be unprecedented, but his extensive powers over foreign policy do allow him to impose such sanctions. "Sanctions against Iraq seem somewhat unthinkable in this environment where Iraq has been a long-time ally and we have been in the country working with that government for an extensive period of time,” said John Smith, a former director of the US Treasury Department's Office of Foreign Asset Control now at the law firm Morrison and Foerster.
