The battle for water is just beginning. If farmers ignore it, they risk losing their rights to irrigate. Norfolk farmers have unwittingly become locked in a battle with the Broads and other wetland habitat rates for water. Losing it could mean theend of irrigation consents under legislation that includes the Habitat Directive, the Water Framework Directive and the Water Bill. The changes mean the environmental impact of abstraction is being much more closely scrutinised than ever before. That could be bad news for farmers. "Initial Environment Agency assessments suggest that in East Anglia, 210 megalitres a day of permitted abstraction will need to be revoked to protect the environment," says Broadland Agricultural Water Abstractors Group (BAWAG) chairman, Andrew Alston. "Our fear is that agriculture will bear the brunt of that cut." The Habitat Directive, which came into being in 1994, required a review of consents to take place anywhere where a licence was within a 10km radius of an SSSI, Special Area of Conservation (SAC) or Special Protection Area (SPA). "In Norfolk we have 28 water-related SSSIs alone. The directive will affect a large number of abstractors," says Mr Alston.
