The Dutch-controlled island of Curacao plans to restart the 330,000 b/d Isla refinery next month after it signs a third-party agreement that would effectively sideline its current operator, Venezuelan state-owned PdV. Curacao prime minister Eugene Rhuggenaath met the plant's state-owned holding company RdK as well as its union this month in anticipation of a restart. "It looks like we are up and running again in December," Rhuggenaath says.
