Europe's downstream oil sector has spent a number of years being buffeted by strong headwinds.In the last decade-even at a time of relatively strong margins-European refiners have had to contend with a broad sweep of interconnected challenges.Climate,change and environmental commitments have led to increased legislative burdens.Fluctuating demand in the wake of the financial crisis and subsequent intermittent recovery have upset business models.The radically altered world of petroleum economics,upended first by North American tight oil developments then the countervailing efforts of OPEC to recover market dominance,has also roiled the sector.Compounding these forces has been changing consumer habits,rising competition from Asia and a steady contraction in the number of operators in the European market.
