The US House of Representatives is gearing up for a vote this week on two pieces of legislation that would fast-track oil and gas permitting and leasing in the Gulf of Mexico and expand the industry's access to parts of the Atlantic Ocean. If the initiatives clear the House as expected, they are likely to be considered as part of a "grand bargain" on energy policy with the Democratic-controlled Senate and the White House.
