As policymakers search for ways to lighten the burden of high oil prices on US consumers, some Democrats have revived the argument that oil and gas firms should be doing more to develop leases they already own but are not currently working on. The Obama administration is currently studying several measures that could jump-start development work, such as financial penalties that could be imposed on undeveloped leases.
