Algeria has scrapped its latest plans to build needed refining capacity and cut costly imports, as state Sonatrach Chief Executive Amine Maazouzi scrutinizes downstream proposals to see if they stack up in a lower oil price environment (IOD Apr.23'15). An earlier tender called for a 100,000 barrel per day plant at Tiaret in the northwest, another 100,000 b/d facility at Biskra in the northeast, and an additional 60,000 b/d to be added to the existing Hassi Messaoud refinery in the east.
