urope-based producers of metals and building materials are the likely beneficiaries from the European Union's plans to implement a carbon border tax, Bank of America said in a research note Nov. 18. The European Commission in December 2019 signaled its plan to roll out a so-called Carbon Border Adjustment Mechanism and is expected to unveil a legislative proposal in 2021. "The CBT would particularly benefit carbon-intensive EU industries, like steel, [and] buildings materials, directly by allowing them to compete on a level playing field with their non-EU peers," Bank of America said.
