Financial risk: Poor project performance for solar plants in China is the result of a number of factors, but the bottom line is - it increases investment risk. Dirk Kayser, who serves as financial supervisor for Photovoltaik-Institut Berlin's China operations, explores how government and the private sector are tackling these challenges. Over the past few years China has continuously exhibited the world's highest growth rates for new solar PV capacity. China's ambitious PV growth strategy was driven by a mix of sometimes conflicting political goals. Growing environmental concerns played an important role, as did the need to create domestic demand for Chinese module manufacturers that were hit by European and U.S. trade tariffs. The need to quickly create demand for the excess module production required an immediate start and fast growth of funding for large-scale PV power plant investments.
