According to the country's Deputy Minister of Energy and Petroleum John Jinapor, Ghana's government is looking to form a joint venture with PetroSaudi in order to secure assistance in operating the 45K-b/d Tema Oil Refinery (TOR). Currendy, the plant is not running at full capacity due to equipment issues and the company's inability to secure letters of credit sufficient to buy greater volumes of crude.
