"They told us it was going to save us, but it has only meant the fall in oil production and the excessive increase in gasoline, diesel, gas and electricity prices," stated Andres Manuel Lopez Obrador (AMLO) in his first speech as President of Mexico. He pointed out that the 2014 reform attracted $760MM in foreign investment in the country's oil and gas production, but that figure is only 0.7% of the investment promised by supporters of the reform policies. He did, however, assert that he will "respect the [oil and gas] contracts already signed and ensure that investments will be secure." At a Sept. meeting with oil majors, though, he had warned that the government's strategy could change if production does not increase. At the inauguration, he also reiterated his plans to build a refinery and "to rescue the oil and electricity industries." AMLO stated, "The damage caused to our energy sector is so severe mat, not only are we an oil producing country that imports the most gasoline in the world, but we now also have to buy crude to supply the six refineries that are barely surviving."
