Nearly half of the proposed 2019 budget for Mexico's state-run Pemex is designated for exploration and production, with most of that share dedicated to shallow water and onshore output. The 209.4B pesos ($10.5B) in upstream capital expenditures represents a 24.5% increase from 2018's budget and will focus on shallow-water business units, including Cantarell, Chuc, Crudo Marino Ligero, Ek-Balam, Ku-Maloob-Zaap, and Yaxche. New field development at the Esah and Xikin project would get an 1 IB-peso ($553MM) injection. Collective output at the two fields could reach 93K b/d. New Pemex Chief Executive Octavio Romero said little good had come from previous administrations spending 41% of their exploration budgets on deepwater projects, noting that first oil would not be produced before 2025 at the earliest.
