Emissions reduction targets for SO_2, CO_2 and NOx are placing a great deal of strain on shipowners and operators. Sulphur limits within Emission Control Areas (ECAs) are already in place, the EU's Monitoring, Reporting and Verification (MRV) legislation came into force in July 2015 and will continue to develop over the coming years, and then there is the planned 0.5% global sulphur cap for marine fuel, most likely in 2020. Strict enforcement of emissions legislation is the only way to ensure shipping companies operate on a level playing field, which is why an accurate, uniform and scalable approach needs to be agreed upon now, before any market distortions are created. International Bunkering Industry Association (IBIA) board vice chairman and independent consultant Robin Meech has been especially vocal on non-compliance going unnoticed and the resulting financial benefits at various industry fora. He believes the attractiveness of not complying - particularly if many states do not support enforcement with adequate penalties-will be immense. "If, as many people believe, open registries do not pursue transgressors operating in international waters, and port state control authorities do not have the power or inclination to enforce Annex Ⅵ on the high seas, compliance could well break down since non-compliance will reduce total operating costs by more than 25% on most international voyages," he explained, adding that there is a dire need for a robust system for measuring and reporting emissions.
