While it is critical to ensure that ships are seaworthy, another vital dimension of marine safety is navigation. A seaworthy ship only stays that way if the people on board know where they are and what direction they're moving in. On 22 October 1707 perhaps the most significant marine disaster of all time took place. Earlier that year Great Britain had dispatched a naval fleet to attempt to seize the port of Toulon during the War of Spanish Succession. The overall campaign was not successful and the fleet of 21 ships, under the command of Admiral Sir Cloudesley Shovell, was ordered to return home to Portsmouth.
