Based on Safehaven's Interceptor 38 series of pilot vessel, the 'Baia de Setubal' was designed to provide highly economical operability as well as the capability to handle the rough conditions of Portugal's Atlantic coast. According to Safehaven's Frank Kowalski, the Port of Setubal is exposed to the Bay of Biscay and often experiences large seas during the winter months. As such, the key stipulation in the design brief for the vessel was for good sea keeping abilities.
