The APKWS (Advanced Precision Kill Weapon System WGU-59B, formerly Low Cost Precision Kill (LCPK) is a semi-active laser guidance seeker for 2.75-inch Hydra-70 helicopter artillery rockets. The objective was to provide US Army attack helicopters with a low cost alternative to their use of the AGM-114 Hellfire missile. The Navy planned to acquire the system both for Navy and Marine helicopters, and sometimes called the weapon the DAGR (Direct Attack Guided Rocket). In September 2002, the Army selected General Dynamics to act as the prime contractor for the effort, and in April 2003, GD selected BAE Systems to proceed with the development of the guidance seeker. The program schedule gyrated wildly. The Army planned to complete the system development and demonstration (SDD) of the baseline Block 1 in FY05 and begin significant procurement funding in FY06. However, in April 2005, the Army cancelled the program due to poor missile performance in trials. The program was reopened to other bidders, now under the name APKWS II. The new competitors included BAE Systems, Raytheon and Lockheed Martin. Although the development contract was scheduled to be awarded in early 2006, this slipped and the program was cancelled during the FY08 budget deliberations. The program was expected to have a procurement cost of $1,691.1 million for 71,565 rockets.
