The foreign trade volume of aluminum smelters in Gansu province, the major aluminum producing area in China, has been largely declining since the VAT rebate for primary aluminum export was cut to 15 percent from 8 percent on January 1,2004. With current aluminum capacity of around 270,000tpy, Lanzhou Liancheng Aluminum Smelter (including Baochuan Aluminum Smelter) is the largest aluminum producer and exporter in Gansu province. The export value of Lanzhou Liancheng was 17.71 million US dollars in Q1 2004, only up by 2.6 percent year-on-year. But Lanzhou Liancheng did not import any alumina due to decreased exporting interests and the high spot price of imported alumina, which have stayed the historic highest level since the start of 2004. So the foreign trade volume of Lanzhou Liancheng fell by 30.8 percent year-on-year in Q1 this year.
