摘要

This monograph is certainly not the first to consider rates of returns to U.S. public-sector R&D (among firms and industries) as the related literature review by Hall et al. (2010) acknowledged. But, this monograph in among the very few that updates that literature on the returns to publicly funded R&D and contributes to the literature through an analysis of the returns to publicly funded R&D performed in U.S. federal laboratories-FFRDCs in particular. And, this monograph is among the few to view scientific publications as an important innovative output from publicly funded R&D.~1 Perhaps it is the lack of accessibility to technology transfer outputs from U.S. federal laboratories that explains this paucity of related research even in light of President Obama's Memorandum and President Trump's President's Management Agenda.
