An April 11, 2018 Senate hearing on the Cambridge Analytica scandall featuring Facebook CEO Mark Zuckerberg revealed a shockingly weak understanding by Senators of the technology issues associated with the specific scandal or with the operation of now commonplace internet services like Facebook. This episode sparked resurgence interest in reinvesting in S&T capabilities in Congress so that it is better informed about the relevant issues. Following the hearing, many organizations explored the status of resources at Congress's disposal to analyze and inform legislation on issues with significant dimensions related to S&T. Among the many analyses appearing over the period 2018-2020 addressing the S&T policy support needs of Congress, prominent examples include those produced by: the National Academy of Public Administration (NAPA, 2019), two studies completed at Harvard University (Graves and Schuman, 2020; Miesen et al., 2019), the American Political Science American Political Science Association (2019), and the Georgetown Law Center (Georgetown University School of Law, 2018), excerpts of which are recapped in the following.
