Before getting on to the main subject of this column I need to make a different point: as a close follower of international and New Zealand media, unlike in New Zealand the Panama Papers story is still very much alive and well here in Spain with extensive daily TV bulletins and panel discussions. The Tax Haven issue is clear and the reputational damage is done. When New Zealand will accept and warehouse large amounts of money, tax free, that arrive from offshore and the identity of the beneficial owner is deliberately obscured (to avoid tax at home or to hide the benefits of crime) and no effort whatsoever is made to discern the true ownership of that money, then New Zealand has become tax haven.
