摘要

As director of the U.S. Federal Emergency Management Administration under then-President George W. Bush, Michael Brown was at the forefront of federal efforts to respond to the devastation wrought in late August 2005 by Hurricane Katrina. From that unenviable position he saw firsthand what can go wrong during a natural or human-caused disaster. Now a radio host and published author, Brown argues that government agencies and citizens alike still have much to learn about how best to manage a disaster. Communication and the flow of information are particular areas where glaring deficiencies remain to be fixed. Brown shared his thoughts in this interview with Rick Docksai, World Future Review assistant editor.
