摘要

An index from the Swiss Zurcher Kantonalbank rates the US worst among 30 of the world's wealthiest nations for the way it manages the environment and uses natural resources. More than three decades of modern legislation, public participation, and intense litigation leading to the creation of a complex system of pollution control in the US has failed to best the overall score for national environmental performance of any of the other members of the Organization for Economic Cooperation and Development (OECD) (see Table 1). Zurcher is the third largest bank in Switzerland. Under the direction of Sabine Dobeli, head of environmental and social research, the bank has been analyzing companies' environmental profiles since 1996. It issued an abbreviated version of the ratings for countries last year (see BATE, December 2001). The bank developed the rankings so investors can apply sustainability criteria to government bonds, which play a key role in building diversified portfolios.
