The Chinese government was not kidding around when it issued its first round of refined product export quotas for 2016. Industry sources say that Beijing issued quotas worth a total of 20.93MM mt of products to 27 refineries, more than double the 9.75MM mt of quotas it issued at the start of 2015. Most of the quotas went to China's traditional state-owned exporters: 11 Sinopec refineries, nine PetroChina plants, CNOOC's Huizhou refinery and Sinochem's Quanzhou. In addition, The Huajin refinery-a subsidiary of state-owned Norinco-received its first quota, for 100K mt, as did four independent 'teapots:' Lijin Petrochemical, Yatong Petrochemical, Sinochem Hongrun and Dongming Petrochemical received quotas worth a total of 330K mt.
