Over the past two years, the Mexican government has enacted reforms within its energy sector to encourage private sector investment and boost production of oil and gas from the country via production sharing contracts with state energy firm Pemex, as oil production has fallen from a peak of 3.4MM b/d in 2004 to an average of just 2.3MM b/d in the first nine months of this year. Unfortunately for Mexico, the move to attract private investment to its upstream sector could not have come at a worse time as the global oil price rout as caused energy firms from around the globe to reduce capex.
