Country's Strategic Plan on transport until 2020 aims to develop all transport modes in an integrated manner in order to answer freight and passenger mobility needs and, to achieve all targets, the private sector will have an important role. The strategy aims to develop an efficient transport system, based on sustainable concept, and, taking into account the railway's characteristics, this mode of transport will be the backbone of a whole transport system. For railway transport, this year, the Department of Transport announced that will develop a national rail strategy that encourages a massive investment, with the support of private sector. The strategy will consider the development programmes elaborated by the transport companies on each segment. Under the White Paper that will become legislation by 2019, railway transport will be the center of the transport system. 92.7 of South Africa's rail network has Cape-gauge (1067mm), the narrow-gauge lines (610 m) represent 7 of the network and standard-gauge represent only 0.3 of the network, with Gautrain being the first country's standard gauge railway (80 km). The National Transport Master Plan 2050 is the South Africa's statement for standard-gauge railway development by converting the Cape-gauge lines and construction new lines. The competitiveness of railways will be maximized by implementing the standard gauge projects and technologies, while retaining existing Cape gauge on the metropolitan commuter networks where narrow gauge does not impede inherent competitiveness. To that end, Transnet will invest USD 110 billion in transport infrastructure and to ensure trade between South Africa and neighboring countries with narrow gauge railway networks. Under the Green Paper, for the passenger transport infrastructure, South African Department of Transport proposed the construction of new lines. The Department of Transport will drive the overall rail revitalisation intervention, along with Department of Public Enterprises, PRASA, Transnet sport economic regulator, the Railway Safety Regulator, provincial governments and local governments. The Department will develop, monitor and evaluate the implementation of the National Rail Master Plan. It is estimated that all investments and institutional interventions will be complete by 2050.
